Regarding a "troop withdrawal plan", I'm sure there isn't one, nor was there ever intended to be one. If the real reason for invading Iraq was, as some believe, to gain a military base in the Middle East flanking Iran and Syria, then withdrawal was never intended. Also, there's the oil, maybe the largest reserve outside of Saudi Arabia. If we were to gain control, why would we give it up?
For the Bush family, already well connected in Saudi Arabia to become major players in world oil, there would be no incentive to pull out.
